摘要
目前,中国销售的天然气计量主要以体积计量为主,体积计量给现有市场销售带来了诸多问题,如不利于上游项目投资回报和价值体现、无法满足下游客户差异化需求、上游企业经营亏损以及贸易计量争议等。随着国家管网公司的成立、国家油气管网设施的开放和天然气热值计量条件日趋完善,建议未来通过建立健全相应的计量标准制度,在部分统购统销的省份或者区域开展热值计量试点工作,以热值计量为契机推动市场化改革,推进中国天然气产业与国际贸易接轨的发展趋势势在必行。
At present,the fiscal measurement of natural gas for domestic sales is mainly based on volume measurement.Volume measurement brings disadvantages to the existing market sales,such as being unfavorable to upstream project investment return and value realisation,unable to meet the different requirements of downstream customers,operating losses of upstream companies,and fiscal measurement disputes.With the establishment of the National Petroleum and Natural Gas Pipe Network Group Company,the opening up of the national oil and gas pipeline network facilities,and the ever-improving conditions for natural gas calorific value measurement,it is recommended that in the future,a complete system for measurement standard be established,and calorific value measurement will be introduced and tested in some provinces or regions where unified purchase and sales of natural gas are practised.It is imperative for the pilot tests to use calorific value measurement as an opportunity to promote market-oriented reforms and to promote the development trend of China’s natural gas industry in line with international gas market trading practices.
