摘要
社区规划是城镇化浪潮下社区快速变迁的新兴事物,开展社区规划对于营造社区公共性和人文精神、培养居民自治能力,乃至完善社会治理体系有着重要作用。但我国过去关于社区规划的研究较为缺乏,对于社区规划与社会治理体系建构之间的关系少有涉及。基于此,从社区规划的新理念出发,论证社区规划与社会治理的关系,分别从空间营造创构社会治理体系、参与式社区规划完善社会治理体系两个层面,以及重塑社区文化、构建社区规划师制度、协商规划平台实现社区规划创新等方面提出两者融合发展的路径,以期形成社区规划与社会治理体系融合建构的局面。
Community planning is a new thing in the rapid changes of community under the wave of urbanization.It plays an important role in building the community’s publicity and humanistic spirit,cultivating the ability of residents’autonomy and even improving the social governance system.However,in the past,the research on community planning in China was relatively lacking,and the relationship between community planning and the construction of social governance system was rarely explored.From the new concept of community planning,this paper demonstrates the relationship between community planning and social governance.Considering the creation and improvement of the social governance system by place making and participatory planning,it also puts forward the path of their integrated development by reshaping community culture,building a community planner system,and realizing community planning innovation by establishing a consolatory planning platform.
