美军空中战略投送能力建设及启示研究

摘要 空中战略投送能力是夺取军事制高点的战略筹码,研究如何建设强大的空中战略投送能力具有极强的现实意义。以美军为例,分析空中战略投送赋能要素,从指挥体系、力量体系、层次体系等角度研究美军在投送装备、指挥控制、保障资源、技术手段、人才培养等方面的先进做法。聚焦维护我国战略利益和加强军事斗争准备需求,立足我军现实特点,可为我军把握空中战略投送能力建设重点方向、解决薄弱环节提供重要启示。 The capability of air strategic projection is a strategic bargaining chip to help seize the military commanding heights.It is of great immediate and practical significance to study how to build the powerful air strategic projection capability.With the US Army as an example,studied and analyzed in the paper is how to analyze the enabling elements of strategic air delivery,and the advanced practices of the US Army in projecting equipment,command and control,support resources,technical means,and personnel training from the perspectives of the command system,force system,and level system.Focusing on safeguarding our country's strategic interests and strengthening the needs of preparations for military struggles,and basing our studies on the actual characteristics of our Army,the present paper of ours intends to provide important enlightenment for our Army to grasp the key directions of air strategic projection capability building and help solve the weak links.
