科技成果转化过程不确定性测度与行业比较--基于高技术产业18个子行业数据 被引量:5

Uncertainty Measurement and Industry Comparison in the Process of Transformation of Scientific and Technological Achievements--Based on the Data of 18 High-tech Sub-industries

摘要 在将科技成果转化过程分为技术生产阶段与技术改造与应用阶段的基础上,结合GERT网络模型方法构建科技成果转化不确定性的测量模型,并提出不确定系数的测量方法,结合我国高技术产业18个子行业的科技创新、科技改造、科技成果投入数据,测度我国高技术产业18个子行业科技成果转化全过程及子阶段的不确定性。研究发现,我国高技术产业科技成果转化过程不确定性较高,提升空间较大,且其不确定性存在逐年缓慢上升的趋势;不同行业科技成果转化不确定性差异较大,并按照其各自特点将18个子行业划分为四大类,通过深入分析各个类别的特性,有针对性地提出降低我国高技术产业科技成果转化不确定性的政策建议。 By dividing the transformation process of scientific and technological achievements into the stage of technological production and the stage of technological transformation and application,this research adopts the GERT(Graphic Evaluation and Review Technique)network model method to construct a measurement model of the uncertainty in scientific and technological achievements transformation and put forward a method for measuring the uncertainty coefficient.By combining the data on scientific and technological innovation,technological transformation,and investment in scientific and technological achievements in 18 high-tech sub-industries in China,the uncertainty of the whole process and sub stage of the transformation of scientific and technological achievements of 18 sub-industries in China's high-tech industries are measured.It is found that the uncertainty in the transformation process of scientific and technological achievements in high-tech industries in China is relatively high,with much room for improvement,and the uncertainty is increasing slowly year by year.The uncertainty levels in the transformation of scientific and technological achievements vary between different industries,and according to their respective characteristics,the 18 sub-industries are divided into four categories.Through an in-depth analysis of the characteristics of each category,targeted policy suggestions are made to reduce the uncertainty in the transformation of scientific and technological achievements in China's high-tech industries.
