融入国家发展大局——我国香港高等教育发展前景分析 被引量:18

Integrating into the Overall Context of National Development:An Analysis of the Prospects for the Development of the Higher Education of Hong Kong,China

摘要 香港是我国一个特别行政区,香港高等教育是我国高等教育系统的有机组成部分。虽然香港高等学校整体教学科研水平和国际化程度较高,但是由于历史和现实原因,在一段时期内,香港高等学校对经济社会发展需要关注不足,服务国家发展的优势不甚明显,使得香港高等教育未能较好地融入国家发展大局。香港高等教育变革是一个稳步推进的有序过程,需要政府、高等学校和师生等主体通力协作和共同参与。通过爱国主义教育、宪法和基本法宣传教育的开展,提升香港高等学校师生的国家认同、文化认同和价值认同,为香港经济社会和高等教育的高质量发展提供重要支撑。香港高等学校应当合理调整发展定位,积极融入粤港澳大湾区建设,构建与内地高等学校、科研机构和企业的深度合作机制,使香港高等教育在助力国家建设的同时实现自身的长远持续发展,进而推动"一国两制"行稳致远。 The higher education of Hong Kong,a special administrative region(SAR)of China,is an integral part of the higher education system of the country. Overall,Hong Kong’s higher education institutions show a high level of teaching,research and internationalization,but for historical and practical reasons,they have not paid enough attention to the needs for economic and social development for a long period of time,and have not shown their apparent advantages in serving national development. Consequently,they fail to integrate into the overall context of national development. The reform of Hong Kong’s higher education,which is a steady and orderly process,requires the cooperation of and the participation by the government,universities,teachers,and students. Patriotic education,and the education about the Constitution and the Basic Law will help Hong Kong’s higher education institutions enhance their sense of national,cultural and value identity,which will provide important support for the high-quality development of Hong Kong’s economy,society and higher education. Hong Kong’s higher education institutions are supposed to rationally adjust their development orientation,actively integrate into the construction of the Guangdong-Hong Kong-Macao Greater Bay Area,and establish a mechanism for their in-depth cooperation with higher education institutions,research institutions,and enterprises on the Chinese mainland. This will help Hong Kong’s higher education achieve its sustainable development while contributing to national development,thus promoting the steady development of the "one country,two systems" policy.
