摘要
环境影响评价(环评)制度与排污许可制度衔接不畅的原因主要体现在环评技术导则在技术层面上对于排污许可的支持不够、污染源核算方法不一致、确定的污染物不同等。通过分析原因,提出加快环评导则制修订、加强排污许可技术规范与污染源源强核算技术指南体系的衔接、统筹考虑环评和排污许可确定的污染物种类等建议,以促使两项制度更好地衔接,在污染预防与管控方面发挥重要作用。
The reasons for the poor connection between Environmental Impact Assessment(EIA)system and pollutant permit system are mainly reflected in the insufficient support of the EIA technical guidelines for pollutant permit on the technical level,the inconsistency of source accounting methods,and the different pollutants determined.Based on this,some suggestions are put forward,such as accelerating EIA guideline system′s reconfiguration,strengthening the connection between EIA system and pollutant permit system,overall consideration of the types of pollutants,so that the two systems can be better connected and play an important role in pollution prevention and control.
