摘要
在全国警务改革的大背景下,公安基层派出所合并运行改革应运而生。由于各地实际情况的不同,派出所合并运行的实施成效存在较大的差异性,各地公安基层派出所凸显出不同的情况。宜宾市公安局叙州区分局结合自身警务特色,创造性地实施派出所合并运行制度,在优化警力资源方面取得了显著成效,但也存在警力辐射过宽、警力资源分配不均衡、内部融合难度较大等问题。针对这些问题,应从以下方面予以完善:夯实基层群众基础,建强警民协作机制;优化内部组织分工,增强队伍凝聚力;合理配置警力资源,提高警务运行效率;完善案事件内外衔接制度,及时处置民意诉求;进一步明确所领导职责,提高中心所领导力与决策力;抓住警务改革契机,加强基层派出所现代化建设。
Merging operation of grass-root police station is an important part of policing reform in China. The actual effects are quite different due to various conditions. Xuzhou Branch of Yibin Public Security Bureau creatively implemented the merging system in combination with characteristics of different police stations,and achieved remarkable results in optimizing police resources,but there are also some problems,such as excessive radiation of police force,unbalanced distribution of police resources,and difficulty in internal integration. Therefore,the grass-roots mass foundation should be consolidated to strengthen the cooperation mechanism between the police and the people,internal division of labor should be perfected to enhance team cohesion,police resources should be allocated reasonably to improve the operation efficiency,the internal and external connection system of cases and incidents should be improved to promptly deal with the demands of public opinion,the responsibilities of the station leader should be further clarified,and the leadership and decision-making power of center stations should be improved. modernization of grass-roots police stations should be strengthened in the policing reform.
