摘要
改革是中国道路的精髓,试点是改革的重要任务,也是改革的重要方法。根植于本土实践的“试点”天然带有革命文化的精神基因,是中国共产党把辩证唯物主义认识论灵活运用到领导工作方法上的一项伟大创造。经过革命和建设时期的历练、积淀,试点方法在改革开放后大放异彩,逐渐上升为政策制定与执行的原则和制度,成为塑造中国模式、探索中国道路的重要支持性机制,内嵌于中国共产党的百年光辉历程。试点方法在继承中发展、在发展中创新,但其面临的活力下降与弹性不足的困境也亟须突破。只有将试点方法更好地运用到全面深化改革的伟大实践中,才能让这一独具中国特色的治理机制永葆生机。
Reform is the quintessence of China’s road.The Pilot project is an important task of reform and also an important method of reform.The pilot project rooted in local practice naturally has the spiritual gene of revolutionary culture,which is a great creation in which the Communist Party of China has flexibly applied dialectical materialism epistemology to the working methods of leaders.After the experience and accumulation of the revolution and construction period,it has shined brilliantly after the reform and opening up.It has gradually rose to the principles and systems for policy formulation and implementation and become an important supporting mechanism for shaping the Chinese model and exploring the Chinese road.Embedded in the glorious history of the Communist Party of China,the pilot method develops in the process of inheritance and innovates in the course of development,but it is also in urgent need of breakthrough in the dilemma of declining vitality and insufficient flexibility.Only by better applying the pilot method to the great practice of comprehensively deepening reforms can this governance mechanism with Chinese characteristics remain viable forever.
