摘要
人工智能的发展既提升了基层党建工作效能,为基层党建协同化、精细化提供了新平台;同时也对基层党组织执政伦理带来内在冲击,并使基层党组织面临更加严峻的信息安全考验。得益于电子党务、政务体系的奠基和相关政策法规推动,人工智能技术不断嵌入基层党建工作实践,形式不断多样化,但还存在监管力、联通力和发展力不足的现实弊端。夯实基层党建根基,必须建构形成科学引导机制、宏观管理机制、微观运行机制、深度协作机制和绩效评价机制,推进人工智能同基层党建工作科学融合,为提升基层党组织的组织力提供坚实的技术支撑。
The development of artificial intelligence has improved the effectiveness of primary-level Party building,providing new platforms and paths for better coordinated and more intensive efforts on it,meanwhile,it also poses challenges to governance ethics and information security to primary-level Party organizations.In recent years,AI technology has been increasingly embedded in Party building,in diversified forms.However,its application in primary-level Party building still has some deficiencies in regulation and supervision,connectivity,and development capacity.To consolidate the foundation of primary-level Party building in the AI environment,it is necessary to institute mechanisms for sound guidance,macro-management,micro-operation,in-depth collaboration,and performance assessment,to promote the integration of artificial intelligence with primary-level Party building,so as to provide solid technical support for upgrading the organizational capability of primary-level Party organizations.
