摘要
公私合作制在公共基础设施建设和公共服务提供中发挥着越来越重要的作用,但失败的案例时有出现,究其原因,“社会困境”是最突出的问题之一。本文首先总结了社会困境的产生根源,如难以一致的集体行动、客观存在的异质冲突、容易导致“公地悲剧”等,进而讨论了合作意愿缺乏、个别参与主体采取不合作行为、利益冲突及合作与竞争的张力等影响因素,然后从交易治理预防机会主义、知识治理促进组织学习分析解决逻辑,并从组织间关系、价值创造、价值共创等理论视角梳理解决对策。最后,在理论分析和对策总结的基础上,为未来公私合作制的研究提供了研究启示。
Public-private partnerships play an increasingly important role in the construction of public infra⁃structure and the provision of public services,but there are many cases of failure.The reason is that“social dilem⁃ma”is one of the most prominent problems.The paper first summarizes the causes of social dilemmas,such as in⁃consistent collective action,objective heterogeneous conflicts,and easy occurrence of“tragedy of Commons”,dis⁃cusses the factors such as lack of willingness to cooperate,individual participants'non-cooperation behavior,con⁃flict of interests,and the tension between cooperation and competition,and then analyzes the logic of solution from transaction governance preventing opportunism and knowledge governance promoting organizational learning and works out solutions from such theoretical perspectives as inter-organizational relationship,value creation and value co-creation.Finally,on the basis of the theoretical analysis and summary of solutions,it provides research inspira⁃tions for the future research of public-private partnerships.
