摘要
分析公共建筑合同能源管理融入碳交易的可行性,阐释公共建筑碳排放配额产权实质和常规公共建筑EPC项目运作模式,然后分别以节能公司和公共建筑业主为碳交易主体,设计构建融入碳交易的公共建筑EPC项目运作模式,最后以天津一商集团所属友谊商场EPC空调系统改造项目为例介绍模式应用的效果,以期为同类节能改造EPC项目提供参考。
This paper analyzes the feasibility of energy management of public building contracts integrating carbon trading,explains the nature of carbon emission quota property rights of public buildings and the operation model of EPC projects of conventional public buildings.Then,taking energy-saving companies and owners of public buildings as the main bodies of carbon trading,designs and constructs the operation model of public building EPC project integrating carbon trading.Finally,takes the EPC air conditioning system reconstruction project of friendship mall as an example,in order to provide reference for similar energy-saving reconstruction EPC projects.
