摘要
制造业的合理布局和协同发展是京津冀协同发展的重要基础及关键支撑。研究发现,近年来京津冀在全国经济地位明显下降,主要与区域制造业发展缓慢有关。京津冀制造业发展面临的困境和区域中心城市北京制造业规模偏低,缺乏对周边腹地的辐射带动有关。从制造业区域转移特征来看,2013-2018年,京津冀大多数制造业行业体现出向北京转移集中的特征,北京制造业专业化优势明显增强。京津冀制造业转移并未遵循三地比较优势,致使三地间原本差异化的分工格局正在丧失。总体而言,京津冀制造业转移并未使三地间分工增强、梯度缩小,三地间制造业发展缺乏协同。当前,京津冀制造业协同发展面临的突出问题是,北京在推动非首都功能疏解过程中,制造业的疏解缺乏和津冀的协同与衔接,影响了通过北京非首都功能疏解带动京津冀协同发展的效果。因此,京津冀制造业协同发展需要根据三地的比较优势进行专业化分工,理顺产业发展链条,处理好北京制造业疏解与津冀协同、承接的关系,形成地区间合理的产业分布和联动机制。
The coordinated development of manufacturing industry is an important foundation for the collaborative development of Beijing-Tianjin-Hebei.This paper analyzes the territorial transfer,division of labor and coordinated development characteristics of the manufacturing industry in Beijing-Tianjin-Hebei in the latest period based on the data from the two economic censuses in 2013 and 2018,using indicators such as industry growth rate,location quotient and industry gradient coefficient.It is found that the national economic status of Beijing-Tianjin-Hebei has declined significantly in recent years,which is mainly due to the slow growth of the regional manufacturing industry.The slow growth of manufacturing industry in Beijing-Tianjin-Hebei is partly due to the lack of coordination in the manufacturing industry development between the regional center city Beijing and the surrounding hinterland.In terms of the regional transfer of manufacturing industries,most of the manufacturing industries in Beijing-Tianjin-Hebei have transferred and concentrated to Beijing from 2013 to 2018,and Beijing’s specialization advantages in manufacturing industry were significantly enhanced.The manufacturing industry transfer in Beijing-Tianjin-Hebei did not follow the comparative advantages of the three regions,so that the original differentiated division of labor pattern among the three regions is being lost.In general,the transfer of manufacturing industries in Beijing-Tianjin-Hebei has not optimized the division of labor among the three regions,and the development of manufacturing industries among the three regions was not well integrated and coordinated.Therefore,to promote the coordinated development of manufacturing industry in Beijing-Tianjin-Hebei,it needs to follow the specialized division of labor among the three regions according to their comparative advantages,rebuild and reconnect the industrial chains across the regions and form an appropriate industrial distribution pattern and linkage mechanisms.
