摘要
产业转移是有效疏解北京非首都功能,推进京津冀协同发展的重要途径。北京制造业产业转移应以京津冀协同发展战略为指引,以国家产业转移指南为总体导向,以坚持市场在资源配置中的决定性作用、发挥区域比较优势、促进生产要素有序流动和高效集聚为基本原则,从地区产业集中度优势和地区产业劳动生产率优势两个角度确定北京制造业产业转移先行行业选择条件,即产业转移先行行业在地区产业体系中应具有一定的行业规模和行业集中度;产业转移更易发生于由行业集中度低的地区向行业集中度高的地区转移;地区间劳动生产率水平的相对高低是构成地区间行业转移最直接的原因。在传统区位熵分析方法的基础上,将区位熵概念扩展为投入区位熵、产出区位熵以及劳动生产率区位熵,赋予了区位熵更丰富的内涵和研究价值。在对京津冀三地制造业可比较的29个行业大类的三种区位熵进行测算和比较后,结合三个区位熵标准的分析判断,对北京制造业向天津、河北转移的先行行业进行了选择。
It is an important way to promote the coordinated development of Beijing-Tianjin-Hebei region and relieve Beijing of functions nonessential to its role as the capital.The industrial transfer of Beijing’s manufacturing industry should be guided by the coordinated development strategy of Beijing-Tianjin-Hebei and the national industrial transfer guidelines,and adhere to the basic principles of upholding the decisive role of the market in resource allocation,giving play to the role of regional comparative advantages,and promoting the orderly flow and efficient agglomeration of production factors.The author determines the selection condition for the leading industries in Beijing’s manufacturing industry transfer from the perspectives of regional industrial concentration advantage and regional industrial labor productivity advantage.Industrial transfer is more likely to occur from areas with lower industry concentration to areas with higher industry concentration;the relative level of labor productivity among regions is the most direct reason for the inter-regional industry transfer.Based on the traditional analysis method of location entropy,the author extends the concept of location entropy to input location entropy,output location entropy and labor productivity location entropy,which endows location entropy with more abundant connotation and research value.The author calculates and compares the three location entropies of 29 industry categories of manufacturing industry in Beijing-Tianjin-Hebei,and selects the leading industries of Beijing’s manufacturing industry that will transfer to Tianjin and Hebei.
