摘要
对就业规模及结构在环境规制及其立法、实施、监督等不同层面下的具体变动展开实证性探究,结果表明:(1)就业规模随环境规制强度的提高呈U型变动,且立法、实施和监督等不同层面的影响不尽一致。(2)与高技能劳动力相比,低技能劳动力的就业量对环境规制的灵敏度更高,就业结构发生改变。(3)教育水平越高,同等规制强度下的就业规模越小。(4)低技能劳动力对教育水平的变动更为敏感,不断提高的教育水平有利于就业结构的优化。
This paper conducts an empirical study on the specific changes of employment scale and structure under different levels of environmental regulation including legislation,implementation and supervision.As the results show,(1)the employment scale has a change in a U-shape with the increase of environmental regulation intensity,and the influence of legislation,implementation and supervision is not consistent;(2)compared with high skilled labor,the employment of low skilled labor is more sensitive to environmental regulation,and the employment structure changes;(3)the higher the level of education,the smaller the scale of employment under the same intensity of regulation and(4)low skilled labor force is more sensitive to the change of education level.The continuous improvement of education level is conducive to the optimization of employment structure.
