摘要
2013年日本为响应联合国安理会第1325号决议决定制定本国《妇女、和平与安全保障的行动计划》(简称“WPS-NAP”)。目前该行动计划已有两版,分别于2015年和2019年完成。第一版颁布后,学界对WPS-NAP的外向型立场及其文本中存在的模糊性表述产生了争议。利用文本分析法对外向型立场和模糊性表述的依据和原因进行分析后发现,日本为了稳固美日同盟且不碰触日本传统父权制观念,在性别主流化方面一直对国内敏感问题选择回避。日本在制定WPS-NAP时对联合国安理会第1325号决议进行了国别化诠释,确立了外向型立场,并欲通过部分模糊性表述弥补外向型立场带来的缺失。这一立场的确立始终是出于对日本国家长远核心利益的考虑,如赢得联合国非常任理事国选举,发展海外军事力量等。从根本利益看,WPS-NAP确立外向型立场虽引起了学界争议,对本国政府而言却是一箭双雕之举。
In response to UN resolution 1325,Japan formulated its Action Plan for Women,Peace and Security(WPS-NAP)in 2013,and completed two editions in 2015 and 2019.After the publication of the first edition,the Japanese academic circle had a controversy on the extroverted stance set by WPS-NAP,and believed that there was ambiguity in the action goals and other aspects.An extroverted stance is not unique to Japan,but it is controversial to establish an extroverted stance in favor of overseas countries in accordance with the spirit of Resolution 1325 which ignores domestic women’s issues.This paper analyzes the basis and reasons for the establishment of the extroverted stance of Japan through text analysis.It is based on Japan’s nationalized interpretation of UN Resolution 1325 and influenced by the international community.The reason is reflected in the fact that Japan has avoided sensitive domestic issues in terms of gender mainstreaming,in order not to affect the US-Japan military alliance,and not to touch the traditional patriarchal and hierarchical thoughts in Japan,Japan has carefully considered the contents in the action plan.At the same time,it also considers the country’s long-term core interests,such as winning the election of non-permanent members of the United Nations,setting up Japan’s international image and developing its overseas military forces.Thus,WPS-NAP’s extroverted stance is a dual interest for Japan.
