摘要
长三角一体化是长江三角洲区域发展的一体化,它几乎涵盖了一市三省的经济、社会、文化、生态建设等各个领域和方面,具有行政主导、追求多方位和高质量发展等特征。长三角一体化战略的实施对于提升长三角区域经济增长的质量和国际竞争力、完善我国改革开放的空间布局、建设现代化的经济体系等都具有十分重要的意义。在长三角一体化的进程中,地方政府需要发挥统筹规划、综合协调,互通有无、信息共享,招揽人才、互流共进,统一规范、制度保障等功能。然而,由于受传统管理理念的束缚、现行管理体制的制约、发展水平和条件的差距以及地方自身利益的桎梏,长三角区域地方政府的治理面临诸多挑战和困境。为此,各级地方政府须从自我治理与合作治理两个不同层面,创新地方治理的体制机制和管理方式,推动长三角区域经济和社会的一体化发展。
Yangtze River Delta Integration Plan refers to the integration of the regional development of the Yangtze River Delta,which almost covers the economic,social,cultural,ecological fields and aspects of a city and three provinces.It is characterized by administrative leadership,pursuit of multi-directional and high-quality development.The implementation of the Yangtze River Delta Integration Strategy is of great significance for improving the quality and international competitiveness of economic growth in the Yangtze River Delta region,perfecting the spatial distribution of China’s reform and opening up,and building a modernized economic system.In the process of integration of the Yangtze River Delta,local governments need to play the functions of overall planning,comprehensive coordination,exchange of needed goods,information sharing,recruitment of talents,mutual flow and joint progress,and unified standardization and institutional guarantee.However,the governance of local governments in the Yangtze River Delta region faces many challenges and difficulties due to the constraints of traditional management ideas,current management system,gap of development level and conditions,and local interests.Therefore,local governments at all levels should innovate the system mechanism and management mode of local governance from two different levels of self-governance and cooperative governance to promote the integrated development of economy and society in the Yangtze River Delta region.
