摘要
西北欠发达地区村庄由于大量人口净流出而出现空心化困境。空心化的形成是多种因素相互作用的结果,它导致农村发展主体力量不足、产业培育乏力、村落文化衰退,成为实施乡村振兴战略必须解决的关键性难题。当前破解该困境应从土地、人和公共服务这三个关键要素入手,进一步深化农村改革,不断推进体制机制创新和实践创新。
Due to the net outflow of a large number of people,the villages of rural areas in the underdeveloped areas in Northwest China are in a hollow predicament.The formation of hollowing out is the result of the interaction of various factors,which leads to the lack of main force of rural development,the weakness of industrial cultivation and the decline of village culture,which become the key problems to be solved in the implementation of rural revitalization strategy.To solve this dilemma,it is necessary to further deepen the rural reform around the three key elements of land,people and public services,and constantly promote the innovation of system and mechanism and practice.
