摘要
当前全球经济治理面临着疫情下全球经济遭受重创、热点地区的经贸投资活动难摆脱地缘政治因素影响、保守主义和民粹主义抬头等诸多困境。既有治理机制难以应对层出不穷的全球新挑战,国际社会迫切要求创建更加有效的全球经济治理新机制,使其致力于互利共赢协同合作,兼顾效率与代表性。由地区层面制度构建逐步扩展至全球是当前治理机制革新的优先思路。地区经济治理新机制构建中,区域全面经济伙伴关系的推进着力于东盟牵头和平衡、地区大国合力推动协议达成,创建东亚特色的新规则和新发展模式,保证制度规范的全面性和较高标准,兼顾"开放"和"限容"。构建全球经济治理机制的路径包括,找寻成员利益的最大公约数、平衡国家治理与国际治理,增强治理弹性,基于地区共同利益探寻"亚洲方案"等。
At present, the global economic govenance faces a wide range of difficulties, including the heavy losses of global economy under the COVID-19 epidemic, the impact of geopolitical factors on the economic and investment activities in hot spot regions and the rise of conservatism and populism. The existing governance mechanisms are difficult to cope with the emerging new global challenges. The international society urgently calls for the construction of a more effective new global economic governance mechanism, which devotes to mutual benefit and coordinated cooperation, taking both efficiency and representativeness into account. To expand from the regional mechanism construction to the global mechanism construction is the priority idea of the current governance mechanism reform. In the process of constructing the new mechanism of regional economic governance, the promotion of the regional comprehensive economic partnership(RCEP) focuses on the lead and balance of ASEAN, the joint efforts of regional powers to push for the agreement and the creation of new rules and development modes with East Asian characteristics so as to guarrantee the comprehensiveness and high standards of institutional norms, giving consideration to "openness" and "compatibility". The paths of constructing global economic governance mechanism include seeking the greatest common divisors of the members’ interests, balancing the national and international governance, increasing governance flexibility and exploring "Asian Approach" based on the regional common interests.
