摘要
近期印发的《关于加快农业保险高质量发展的指导意见》提出要坚持农业保险的市场化运作原则,让市场在资源配置中发挥主导性作用。对现阶段中国农业保险市场的市场化程度、市场是否在资源配置中发挥了作用等问题进行研究,将有利于为后期检验中国农业保险市场化程度设定一个基准锚定,并具有积极意义。本研究首先构建了检验农业保险市场是否发挥作用的理论分析框架,然后利用2008—2017年的面板数据进行实证研究。研究发现,市场并非中国农业保险发展的主要驱动力量,经营效率对农业保险市场份额影响不显著;行政处罚能促进农业保险业的依法合规经营,但处罚力度仍有待加强。最后,根据研究结论提出了相关建议,即应继续提升农业保险市场化程度,推动保险公司公平竞争;严格监管并惩治违规经营行为,保障农业保险市场有序竞争。
The recently issued Guiding Opinions on Accelerating the High-quality Development of Agricultural Insurance proposes to adhere to the principle of marketization of agricultural insurance,and let the market play a leading role in the allocation of resources.Researching on the degree of marketization of China’s agricultural insurance market at this stage and whether the market has played a role in resource allocation can help to set a benchmark to test the marketization degree of agricultural insurance market for later,and is of positive significance.Firstly,a theoretical analysis framework was established to test whether the agricultural insurance market plays a role,and then an empirical research was made by using panel data from 2008 to 2017.The results showed that the market is not the main driving force for the development of agricultural insurance in China,the operating efficiency has no significant impact on the market share of agricultural insurance,administrative punishment can promote the lawful and compliant operation of the agricultural insurance industry,but the intensity of punishment still needs to be strengthened.Finally,based on the research conclusions,relevant suggestions were put forward from continuously promoting the degree of agricultural insurance marketization and enhancing fair competition among insurance companies,strictly supervising and punishing illegal operations and ensuring orderly competition in the agricultural insurance market.
