摘要
农业保险市场经营主体日益增多,这表明越来越多的保险公司看好农业保险的发展前景,愿意为农业现代化发展和国家粮食安全做贡献。但有些省市农业保险的经营主体太多,市场秩序不好,也日益成为一个问题。有必要就农业保险市场要不要对竞争适当加以限制的问题进行论证和研究,以便采取有效措施加以治理。作者认为,我国农业保险市场是一个不完全市场,只能进行有限竞争,原因主要在于,农业保险市场有不同于一般财产和人身保险市场的特点,其价格形成也有不同于其他商业保险价格形成的特点,而实践表明,过分地竞争甚至恶性竞争,既损害国家利益也损害投保农户的利益。实际上,很多国家的农业保险市场也都是采取了适当限制竞争的制度安排或者采取了相应的措施。在论证的基础上,作者提出了一些限制过度市场竞争的途径和举措。
The increase of agricultural insurance companies in the market indicates that more and more insurance entities are optimistic about the prospect of agricultural insurance in China, and are therefore, willing to contribute to the development of modern agriculture and the country＇ s grain security. However, there are too many agricultural insurers in some provinces,which has resulted in a lack of order in the market. It is necessary to study whether we need to impose due restriction on agricultural insurance competition and take relevant measures. The author holds the opinion that China＇ s agricultural insurance market is an imperfect market, and therefore, only suitable for limited competition. The main reason for this opinion is that agricultural insurance has features different from general property and personal insurance, and its price formation is also different from other types of commercial insurance. Experiences have shown that over-competition or even vicious competition undermines the interests of a country and their farmers＇. In reality, many countries have restriction policies and measures on competition in this market. Based on the result of the study, the paper offered some ways and measures to constrain over completion in the agricultural insurance market.
