摘要
中美第一阶段经贸协议签署并实施,但双边经贸关系未来走向依然面临较大的不确定性。鉴于前期我国战略选择对美国农业形成的一定冲击,以及两国在农产品贸易上具有较强互补性的事实,中美会从自身利益出发,共同努力推进第一阶段协议的实施。随着协议的顺利实施,我国将大幅增加自美大豆、猪肉、棉花等产品进口,弥补国内供需缺口的同时也会对国内相关产业带来较大竞争压力。放眼未来,中美双方在补贴、网络安全等领域的分歧使两国关系难以回到贸易摩擦前的状态,取消所有加征关税的可能性较小。面对不确定性,我们要积极扩大对外开放,拓展进口渠道,把握采购时点,利用国际市场调节国内农产品供应;同时农业生产要增加科技投入,以高质量发展为导向,提升竞争优势。
The first-phase economic and trade agreement between China and the United States was successfully signed and has been gradually implemented,but the future direction of bilateral economic and trade relations would still face greater uncertainty.In view of the significant impact of China s early strategic countermeasures on the US agriculture and the fact that China and the US are highly complementary in agricultural trade,China and the US will work together to advance the implementation of the first phase of the agreement based on their own interests.If the first-phase economic and trade agreement is successfully implemented,it will greatly expand China s imports of US soybeans,pork,cotton and other products,which will make up for the domestic supply and demand gap,but in the meanwhile create greater competitive pressures on the development of related domestic industries.Although the first phase of the agreement is likely to go through,disagreements between China and the United States over subsidies,cyber security and other areas will prevent the relationship from returning to its pre-trade frictions,and it is less likely that all the tariffs will be removed.In the face of uncertainty,we must actively expand opening to the outside world,increase import channels,grasp the timing of procurement,and make good use of foreign resources to regulate the supply of domestic agricultural products;Internally,we must increase investment in science and technology,quality-oriented development of agricultural products with Chinese characteristics,upgrade competitive advantage.
