摘要
本研究基于日本文部科学省-科学技术·学术政策研究所2019年版《科学技术指标》及《用于论文产出研究活动的资金及人员体制》等研究报告,通过案例研究法与图表分析方法,具体分析日本高校研发活动中研发基础性经费与竞争性经费在日本各类高校中的具体情况,并在此基础上分析高校基础性经费与竞争性经费的合理比例关系问题。从日本经验出发,阐述中日高校研发活动的社会条件,特别是在研发基础性经费支持力度上存在的差异,提出中国高校应提升研发基础性经费比例,使之保持与竞争性经费的合理平衡。
This paper is based on the Japanese Ministry of Education,Culture,Sports,Science,Technology,and Academic Policy Institute's 2019 edition of“Science and Technology Indicators”and“Funds and Personnel System for Research Activities on Output of Papers”.Through case study and chart analysis,it analyzes the specific situation of R&D basic funds and competitive funds in various universities in Japan,and on this basis,analyzes the reasonable proportion of the basic funds and competitive funds.Finally,based on the experience of Japan,it expounds the social conditions of the R&D activities of Chinese and Japanese universities,especially the differences in the support of R&D basic funds,and puts forward that Chinese universities should enhance the proportion of R&D basic funds,so as to maintain a reasonable balance with the competitive funds.
