摘要
近年来,“政府购买”已成为党和政府为人民提供优质服务的新模式,而如何科学评价购买服务的质量和效果,成为实践和理论界共同关注的重点。国内既有研究围绕绩效评估相关主体、指标设计思路和构成、绩效评估运行等方面展开探讨。相关制度的顶层设计缺失、评估机构的专业能力不足、评估结果的闭环应用管理不规范等绩效评估困境引起学术界广泛热议。今后学术界应在以下方面深耕细作:绩效指标设计需关注服务细分和权重量化,评估机构管理需关注组织能力和信用监管,评估结果应用需关注绩效问责和预算管理。由此不断推进政府购买服务绩效评估研究工作向纵深发展。
In recent years,"government purchase"has become a new mode for the party and the government to provide high-quality services for the people,and how to scientifically evaluate the quality and effect of purchasing services has become the focus of both the practice and the theoretical circles.The existing domestic researches focus on the performance evaluation related subjects,index design ideas and composition,performance evaluation operation and so on.The lack of top-level design of relevant systems,the lack of professional ability of evaluation institutions,and the nonstandard closed-cycle application management of evaluation results have been widely discussed and considered by the academic community.In the future,the academic circles should pay more attention to the following aspects:the design of performance indicators needs to pay attention to service segmentation and weight quantification,the management of evaluation institutions needs to pay attention to organizational capacity and credit supervision,and the application of evaluation results needs to pay attention to performance accountability and budget management,so as to continuously promote the in-depth development of performance evaluation of government procurement services.
