摘要
随着重庆市生活垃圾分类工作的开展及"无废城市"试点建设的推进,快递包装废物作为生活垃圾组成部分之一,亟需对其管理现状、存在问题进行系统梳理和深入分析。通过与政府管理部门深入探讨及快递企业营业网点实地调研,以小切口关注大环境开展调查研究。结果表明:2018年重庆市快递包装废物产生量约为9.1×104t,重庆市快递包装废物总体呈现较好回收利用形势,但仍存在末端消费者快递包装回收积极性有待提高、中端快递企业快递包装减量化及可循环程度不够、前端包装厂商和电商快递包装绿色化及标准化程度欠缺等问题。建议多方位增强末端消费者包装回收积极性;结合垃圾分类和"无废城市"建设,落实中端快递企业快递包装废物治理;通过强化生产责任延伸制度和完善快递业标准法律体系,提倡电商和厂商绿色、标准生产快递包装,从而实现政府、企事业单位、居民等多方共同参与快递包装废物全过程管理。
With the development of Chongqing's municipal solid waste(MSW)classification work and the progress of"zero waste city"pilot construction,as one of the MSW components,it was urgent to systematic comb and in-depth analysis the management status and existing problems of express packaging waste.Through the in-depth discussion with government management departments and on-the-spot investigation of business outlets of express delivery enterprises,the investigation and research were carried out by paying close attention to the overall environment through small incision.The results showed that the output of express packaging waste in Chongqing was about 9.1 × 10^4 t in 2018,the express packaging waste in Chongqing generally presented a recycling situation,but still existing some problems,such as the end consumers'enthusiasm for express packaging recycling need to be improved,the enterprises express package reduction and recycling degree of mid end express was insufficient,front end packaging manufacturers and e-commerce express packaging lack of greenization and standardization.It was suggested to strengthen the enthusiasm of end consumers'packaging recycling,combine the waste classification and"zero waste city"construction,to implement the treatment of express packaging waste of mid express enterprises.Advocating the e-commerce and manufacturers to produce express package in a green and standard way by strengthening the system of production responsibility extension rule and completing the legal system of express industry standards,so as to realize the full participate in the whole management system of the government,enterprise and public institution,residents and other parties.
