摘要
电子商务快速发展所催生的快递包装垃圾,已经带来了越来越严峻的环境压力,需要包括政府、商家、消费者在内的全社会的共同应对和治理。本文在梳理我国现有政策、法律法规的基础上,借鉴国外相关的立法实践与经验,从优化包装回收利用法律体系、强化电商和快递企业社会责任、形成绿色消费理念三个方面,就治理快递包装垃圾提出了具体的政策、立法建议。
The rapid development of e-commerce has brought more and more severe environmental pressure to express packaging waste,which needs the common response and governance of the whole society including the government,businesses and consumers.On the basis of combing the existing policies,laws and regulations in China,and referring to the relevant legislative practice and experience of foreign countries,this paper puts forward specific policies and legislative suggestions on the governance of express packaging waste from three aspects:optimizing the legal system of packaging recycling,strengthening the social responsibility of e-commerce and express enterprises,and forming the concept of green consumption.
