摘要
光伏扶贫是产业扶贫的主要类型之一,也是政府主导下的典型产业扶贫行动。依据百度资讯,选择长江经济带作为样本进行文本分析,以理清政府主导的驱动力,探索光伏脱贫防返贫的长效机制。从百度资讯上看,在光伏扶贫支持力度上,湖北省最大,江苏、安徽紧随其后,三省光伏扶贫项目装机量以及光伏扶贫帮扶人数均排在前三位。从区域特点上看,湖北省通过集团项目引导,江苏省注重市场化调节,而安徽省则强调政府引导。时间进程上看,2016年政策引导,2017年项目推进,2018年大型集团引导,高质量运行。
Photovoltaic poverty alleviation is one of the main types of industrial poverty alleviation,and it is also a typical government-led industrial poverty alleviation action.In this research,Baidu News is selected for text analysis.From the sample,the Yangtze River Economic Belt is selected to analyze the government support.This research has significant theoretical and practical significance.It is a useful exploration to clarify the government’s leading driving force mechanism and form a long-term mechanism for photovoltaic poverty alleviation and prevention of poverty.Judging from Baidu Information,Hubei has the largest support on photovoltaic poverty alleviation,followed by Jiangsu and Anhui.Their installed capacity of photovoltaic poverty alleviation projects and the number of people assisted by photovoltaic poverty alleviation are in the top three.From the perspective of regional characteristics,Hubei Province is guided by group projects,Jiangsu emphasizes market adjustment,and Anhui emphasizes government guidance.In terms of time characteristics,policy guidance was emphasized in 2016,project promotion was strengthened in 2017,and high-quality operation was guided by large groups in 2018.
