摘要
现有研究认为线性科技评价存在自然权重问题,但未考虑自然权重与评价值相对差异的关系。以线性加权综合法为评价方法,以极大化、简化的动态最大均值逼近标准化——mean-max标准化、均值化和z-score标准化为标准化方法,从相对评价的视角重新分析了自然权重对线性科技评价的影响。理论推导和实证分析结果显示,不同的标准化方法对应的评价值相对差异以及评价对象排序结果存在差异,这与自然权重问题没有直接联系,而是因为不同的标准化方法改变了各指标在相对评价中的作用。仅以相对评价为目的的线性科技评价,可不用考虑自然权重问题。最后,本文给出了标准化方法的应用建议。
The existing research shows the existence of natural weight problem in linear science and technology evaluation.However,it fails to take the relationship between natural weight and relative evaluation differences into consideration.The effects of natural weight on linear science and technology evaluation is reanalyzed from the perspective of relative evaluation by taking linear weighted summation method as the evaluation method and the maximum and simplified“approximate dynamic maximum mean normalization”as the normalization methods,including mean-max normalization,mean normalization and z-score normalization.The results of theoretical derivation and empirical analysis reveal a difference of relative evaluation values and ranking results of evaluation objects corresponding to different normalization methods.It bears no direct relation to natural weight problem but the effect of different normalization methods on the function of each indicator in relative evaluation.It is unnecessary to take natural weight problem into account in linear science and technology evaluations that only aim at relative evaluation.In the last,suggestions for the application of normalization method are proposed in this paper.
