摘要 按照水利部关于水土保持信息化建设总体部署和"智慧太湖"建设要求,围绕太湖流域片水土保持监管监测业务需求,坚持问题导向,以"实用、安全"为原则,开展太湖流域片水土保持信息管理系统总体设计。系统面向流域机构、省(市)水土保持机构、监测站点、建设单位等不同用户,形成"三个服务领域""六个应用系统""三个信息平台"的业务应用架构,能全方位全流程支撑水土保持各项工作,实现流域片水土保持业务信息化管理与数据共享交换,全面提升水土保持监测能力和监管水平。 According to the general layout of soil and water conservation informatization construction and the requirements on building"Smart Taihu Lake"of the Ministry of Water Resources,focusing on the business demand of soil and water conservation supervision and monitoring in Taihu lake basin,adhering to issue-orientation and taking practical and safe as the principle,it conducted the overall design of soil and water conservation information management system in the basin. The system was oriented to different users,such as watershed institutions,provincial( municipal) soil and water conservation institutions,monitoring stations and construction units and formed a business application framework of "three service areas","six application systems"and "three information platforms". It could support soil and water conservation in all aspects and processes,realize information management and data sharing and exchange of soil and water conservation business in the basin and comprehensively improve the monitoring ability and supervision level of soil and water conservation.
