摘要
绿色创新合作型生态补偿是指流域下游的受益方与上游的受损方开展绿色创新合作代替传统的经济赔偿的过程或行为,其运作模式包括绿色创新股权合作型生态补偿模式和绿色创新非股权合作型生态补偿模式。前者包括创建、入股、债转股或兼并形成绿色创新企业模式,共建绿色技术合作研发平台模式,设立绿色创新定向投资基金模式等;后者包括建立绿色创新联合体模式,建立绿色创新战略联盟模式,设立绿色创新定向融资担保基金模式等。其政策启示为:编制绿色创新合作型生态补偿的规划;为绿色创新合作型生态补偿提供法律保障;出台促进绿色创新合作型生态补偿的财政政策、金融政策、政府采购政策;强化企业环境责任,尤其是补偿地区企业环境责任。
Ecological compensation with cooperation on green innovation refers to the process or behavior in which the downstream beneficiary and the upstream damaged party carrying out green innovation cooperation instead of traditional economic compensation.The operation modes of green innovation cooperative ecological compensation include green innovation equity cooperative ecological compensation mode and green innovation non-equity cooperative ecological compensation mode.The two modes have their applicability respectively.The ecological compensation model of green innovation equity cooperation includes:becoming a shareholder,debt-for-equity or merger to enhance the financial strength of existing green innovation enterprises.The mode of becoming a shareholder,debt-for-equity or merger has promoted traditional enterprises to become green and innovative enterprises,to create the model of a green and innovative joint-stock enterprise,to make joint efforts to build the model of jointly building a R&D platform for green technology cooperation,and to set up a model of targeted investment fund for green innovation.Non-equity cooperative ecological compensation model of green innovation includes:the establishment of green innovation consortium model,the establishment of the strategic alliance mode of green innovation,and the establishment of the model of targeted financing guarantee fund for green innovation.The policy implications are as follows:formulating the plan of green innovation cooperative ecological compensation;providing legal protection for green innovation cooperative ecological compensation;to introducing fiscal policies,financial policies and government procurement policies to promote green innovation cooperative ecological compensation;strengthening the cultivation of corporate environmental responsibility,especially in compensation areas.
