摘要
当前,“高质量发展”已成为建设国家级新区的重要目标。本文选取长三角地区和粤港澳大湾区作为研究对象,首先,总结了两大区域“无废城市”建设情况,整理并分析了相关政策环境。其次,利用PEST模型对两大区域的战略定位进行维度化分析,并讨论了两大区域构建“无废城市”的主体责任与职能定位。最后,得出结论:(1)目前两区域固体废物处置方面仍存在处置能力短缺、政策不协调且难以落地等问题,各项政策在短期内没有达到理想预期、长期内缺少连续性;(2)短期内应通过高效的区域发展政策支持和保障“无废城市”建设实施,长期内则应通过“市场+政策”的长效机制进行巩固和完善;(3)“无废城市”建设能够促进政府、企业、社会三方合作共赢,构建协同共治的发展新格局。
Currently,“high-quality development”has become the important goal of constructing the state-level new areas in China.In this paper,both the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area are selected as the research objects,aiming at the construction of“waste-free city”.First of all,the current development situations from both the construction of these two areas and the construction of“waste-free city”are summarized;secondly,the relevant policy environment of the two areas is collated and analyzed respectively;thirdly,the PEST model is used to analyze the strategic positioning of these two areas,and the main responsibility and function positioning is discussed with respect to the construction of“waste-free city”;Finally,we can conclude that:(1)the construction of“waste-free city”in the two major areas has not only strategic advanced and demonstrative features,but also has the comprehensive effect of the economic-social-environmental aspect;(2)in the short term,the construction of“waste-free city”should be guaranteed through the effective regional supporting policy,while in the long run,it should be consolidated and improved through the long-term mechanism of“market plus policy”;(3)the construction of“waste-free city”can promote a new cooperation pattern of win-win among the government,enterprises and society,and form a new development pattern of co-governance at the same time.
