上海在构建双循环新发展格局中,要进一步改善营商环境,提升对国际要素资源的吸引力,更好发挥上海在内外循环相互促进的战略链接作用。可通过建成更优的法治环境、提升政府在开放型经济中的治理能力、打造国际化信息基础设施和数据港、增强国际人才集聚能力等措施来改善营商环境。
In building a new dual-cycle development pattern,Shanghai should further improve its business environment,enhance its attractiveness to international factor resources,and better play its role as a strategic link between the internal and external cycles of mutual reinforcement.The business environment can be improved by building a better rule of law environment,enhancing the government’s governance capacity in an open economy,building an international information infrastructure and data port,and strengthening the ability to attract international talent.
