摘要
全域土地综合整治是土地整治内涵、目标、手段以及效益的综合,是在原有土地开发、整理、复垦、以及增减挂钩项目等内容的基础上,以田水路林村综合治理为平台,切实死守生态红线,将乡村生态保护修复、推进城乡一体化建设工作相结合,形成耕地保护和土地集约节约利用的综合体土地整治模式。为实现农村经济可持续发展,推动全域土地综合整治是当前完善永久基本农田布局和保障建设用地指标的新途径,也是贯彻生态文明思想、推动全面土地综合整治、实施乡村振兴的重要手段。本文从全域土地综合整治的内涵和特点出发,揭示了推行全域土地综合整治的重要意义,并对政策支持方面进行了说明,简要分析了实现全域土地综合整治的主要路径,以期为科学长效的土地整治发展路径提供参考。
Comprehensive land remediation is a comprehensive synthesis of land remediation connotations,goals,methods,and benefits.It is based on the original land development,reorganization,reclamation,and additionreduction projects,and uses the comprehensive management of field,water,road,forest and village as a platform.The ecological red line combines rural ecological protection and restoration and the promotion of urban-rural integration to form a comprehensive land remediation model for cultivated land protection and intensive land use.In order to achieve sustainable development of rural economy,promoting comprehensive land remediation is a new way to improve the layout of permanent basic farmland and guarantee construction land indicators.It is also an important means to implement the idea of ecological civilization,promote comprehensive land remediation and implement rural rejuvenation.Based on the connotation and characteristics of comprehensive land consolidation,this paper reveals the significance of promoting comprehensive land consolidation,and explains policy support and briefly analyzes the main path of achieving comprehensive land consolidation in order to provide reference for the development path ofscientific and long-term land remediation.
