摘要
20年来,我国学界日益注重从国家战略上研究和把握生物安全。生物安全问题的产生,既与国际生物安全形势有关,也与我国生物安全的发展状况紧密相关。生物安全属于国家安全,一般可从广义和狭义两个方面去理解其内涵。与传统安全不同,现代生物安全具有“非传统安全”的性质。随着技术和经济社会的演化,生物安全的种类和形式不断翻新。新时代,我们要从全球安全、国家安全的高度去认知生物安全的战略意义,重视顶层设计,加快立法进程,建立健全完整的生物威胁防御体系,推动生物安全国家治理、国际治理。
Over the past 20 years,the Chinese academia has paid more and more attention to researching and grasping bio-security from the perspective of national strategy The emergence of bio-security issue is not only related to the international bio-security situation,but also closely related to the development of bio-security in China.Bio-security belongs to national security and its connotation can be understood in both the broad and narrow senses.Different from traditional security modern bio-security has the nature of"non-traditional security".With the evolution of technology economy and society the types and forms of bio-security are constantly renewed.In the new era,we should recognize the strategic significance of bio-security from the perspective of global security and national security;attach importance to top-level design;speed up the legislative process;establish a sound and complete biological threat defense system;and promote national and international governance of bio-security.
