摘要
近年来,随着经济快速发展、人们生活水平提高以及消费模式转换,网络消费带来了大量的包装垃圾,在包装领域形成了大量消耗、大量废弃、严重污染的恶性循环,给环境造成了沉重负担。这就使得绿色包装的出现和应用有了迫切的现实必要性。伴随着共享经济的兴起,以提高包装利用效率、减少资源浪费、减轻环境压力为目标的“共享快递盒”符合绿色包装的要求,应予推广使用。但“共享快递盒”在推广过程中却存在诸多困境,亟待通过建立健全绿色包装立法来予以破解。故而,在剖析推进绿色包装立法必要性以及共享快递盒推广中的包装立法现状基础上,提出了绿色包装立法从理念到制度的构建建议。
In recent years,with the rapid development of the economy,people s living standards have improved and consumption patterns have transformed.At the same time,online consumption has brought a large amount of packaging waste and a vicious circle of massive consumption,massive abandonment and serious pollution have been formed in the packaging field,which has caused a heavy burden on the environment.This makes the emergence and application of green packaging an urgent practical necessity.With the rise of sharing economy,the“shared express box”,which aims to improve packaging efficiency,reduce the resource waste and the environmental pressure,meets the requirements of green packaging.However,there are many dilemmas in the promotion of the“shared express box”,and it is urgent to establish a sound green packaging legislation to crack the obstacle.Therefore,on the basis of analyzing the necessity of promoting green packaging legislation and the current situation of packaging legislation in the promotion of Shared express boxes,the paper puts forward some suggestions on the construction of green packaging legislation from concept to system.
