摘要
人民政协作为制度化的组织机构和协商民主的重要载体,在推进社会主义协商民主过程中有其独特的优势和作用。社会协商是党和政府部门、社会组织、公民之间按照平等、公平原则,在法律规定范围内,通过沟通对话、民主协商的方式对社会公共事务问题达成意见共识的民主形式。在阐述社会协商在社会主义协商民主体系中地位的基础上,分析了政协协商与社会协商的内在契合性;揭示人民政协在社会协商中扮演的角色,论述了人民政协在社会协商中的担当。指出人民政协是社会协商的引领者、社会关系的协调者、社会协商的推动者、社会协商的监督者;人民政协发挥着反映社情民意、协调社会关系、引导社会协商、实现民主监督的担当,为社会协商注入活力。
As an institutionalized organization and an important carrier of deliberative democracy,the CPPCC has its unique advantages and functions in the process of promoting socialist consultative democracy.Social consultation is a democratic form in which the Party,government departments,social organizations and citizens reach consensus on social and public affairs through communication,dialogue and democratic consultation in accordance with the principles of equality and fairness,and within the scope of the law.On the basis of expounding the status of social consultation in the socialist consultative democracy system,this article analyzes the inherent compatibility of the CPPCC consultation and social consultation;reveals the role played by the CPPCC in social consultation and discusses the CPPCC’s role and responsibility in social consultation.This article points out that the CPPCC is the leader of social consultation,the coordinator of social relations,the promoter of social consultation,and the supervisor of social consultation.This article also points out that the CPPCC plays the responsibility of reflecting social conditions and public opinion,coordinating social relations,guiding social consultations,realizing democratic supervision and injecting vitality into social consultation.
