摘要
国家治理现代化的顶层设计为当代中国政府的治道变革进行了目标校准和方法论定位。在快速变动的复杂社会中,政府既要走出单一主体"独孤求剑"的格局,又要避免陷入西方去政府中心论的窠臼。国家融吸社会的整体性治理,既是中国的良政善治之道,也是"能动社会"的实现方式,它强调治理主体多元兼容、治理形式和谐共治、治理手段民主协商、治理成果社会共享,契合了东方国家的政治组织方式与政治价值生态,成就了改革开放40年来的中国治理模式。为此,我们亟需跳脱西方治理范式的理想化想象和虚幻性迷局,遵照于当代中国国家建构与政府治理的逻辑,既要强化整体性治理中的政府中心地位,又要提升社会自组织能力与治理能效,还要致力于完善政府与社会的制度化联系与协商机制。
Top-level design of national governance modernization provides goal adjustment and methodology position for governance reform in contemporary China.Under the complicate social condition,government should avoid governance alone,and should also avert the stereotypes of western governance concept,which confines government power,depends on society and avoids taking the government as the centre.The western governance concept bases on liberalism and the logic of state-society confrontation.It’s doomed to be an exceptionally expensive governance mode.The holistic governance which government merges with society and governs with society effectively and harmoniously is a good mode for China.It is also make active society possible.The holistic governance emphasizes that the governance subjects are multiple and compatible,the form is harmoniously collegial,the method is democratically consulting,and the achievement is shared by society.Which fits the eastern countries’ political organization mode and value ecology.Therefore,it’s urgent to rid the idealized imagination and illusion confusion.In accordance with the logic of contemporary China’s state construction and government governance,it’s necessary to emphasize the government’s central position and governance ability at the holistic governance,cultivate society self-organization ability and governance validity,which devotes to improve the institutional connection and negotiation mechanism of the government and society.
