易地扶贫搬迁安置社区建设质量评价研究

摘要 易地扶贫搬迁是助力我国实现全面脱贫的重要举措。为了及时总结社区建设过程中的典型经验和存在问题,完善长效减贫治理机制,根据易地扶贫搬迁现实情况和精准扶贫的内在要求,以保障生存空间、提升满意度、重构社区凝聚力、改善生活条件以及改善生计能力为营造标准,构建了硬件设施和社区文化相结合的建设质量评价指标体系。为兼顾评价过程中的主观性和客观性以及质量的模糊性和随机性特点,提出了用客观熵值修正主观序关系分析(G1)的组合赋权法,采用正态云模型处理评价指标数据,并结合实际项目验证综合评价模型的科学性和可行性,为评价异地扶贫搬迁安置项目建设质量提供借鉴和参考。 Relocation for poverty alleviation is an important measure to help our country achieve comprehensive poverty reduction.In order to timely summarize the typical experiences and problems in the process of community construction and improve thelong-term of governance mechanism for poverty reduction,this article established a construction quality evaluation index system thatcombines hardware facilities and community culture.It based on the actual situation of relocation and the inherent requirements oftargeted poverty alleviation,and used standards including ensure living space,increase satisfaction,rebuild community cohesion,improve living conditions,and improve livelihood ability.To take into account the subjectivity and objectivity in the evaluationprocess,as well as the ambiguity and randomness of quality,this paper proposed a subjective and objective combination weightingmethod that uses the objective entropy to correct the subjective order relationship(G1).And it used the normal cloud model toprocess the evaluation indicators.Finally,the actual projects were used to verify the scientificity and feasibility of the comprehensiveevaluation model,which provides reference for the quality evaluation for the construction of relocation for poverty alleviation projects.
