摘要
新形势下石油化工建设项目的环评工作,必须坚持以提升环评报告质量为核心。应全面做好工程污染分析,高度重视环境风险和危险废物的评价,注重与排污许可制和规划环评衔接,确保环评报告科学、严谨、完整,结论合理。必要时可开展外部咨询,进行“集体把关”,编制出高质量的环评文件。
Under the new situation,the EIA work of petrochemical construction projects must focus on improving the quality of EIA reports.It should make a comprehensive analysis of project pollution,attach great importance to the evaluation of environmental risk and hazardous waste,pay attention to the connection with the emission permit system and planning environmental assessment,ensure that the environmental assessment report is scientific,rigorous,complete and the conclusion is reasonable.If necessary,external consultation and“collective check”can be carried out to compile high-quality EIA documents.
