摘要
"印太"概念是美、印两国针对中国崛起而进行战略协调的产物。长期以来,印度洋作为一个孤立的存在区域,一直是美、印博弈的核心区域。随着中国在印度洋和太平洋影响力的增加,美、印两国在遏制中国方面日趋接近。美国特朗普执政后,将印度洋纳入其战略范围,正式提出了连接印度洋和太平洋的"印太"战略,推动了"印太"由概念向战略层面的转换。在"印太"背景下,美、印两国在政治、防务、经济、新冠疫情应对等方面开展了合作。尽管两国在战略规划、贸易、武器转让、俄罗斯及伊朗问题上存在较大分歧,美国仍将继续推进美印关系,以维护其"印太"主导权。
The concept of "Indo-Pacific" is the product of strategic coordination between the United States and India in response to a rising China. For a long time, the Indian Ocean, as an isolated existence, has been the core area of the US-India competition. As China’s influence in the Indian Ocean and the Pacific increases, the US and India are getting closer in containing China. After Trump took office, the US included the Indian Ocean into its strategic scope and formally proposed the "Indo-Pacific" strategy to connect the Indian Ocean with the Pacific Ocean, turning the concept of "Indo-Pacific" to concrete strategy and policy. Against this background, the United States and India have cooperated in politics, defense, economy and pandemic response. Despite the divergences between the two countries in strategic planning, trade, arms transfer, Russia and Iran issues, the United States will continue to promote the US-India relations to maintain its "Indo-Pacific" dominance.
