摘要
航空产业是江西省着重发展的战略新兴产业。论文分析了江西省航空产业军民深度融合的打造合作平台、强化协作生产和推行混合改革等三种主要融合方式,发现在产业军民深度融合发展中存在体制机制障碍、政策支持力度不够、产业链不健全和科技人才缺失等问题,在借鉴国外发达国家发展策略的基础上提出了深化体制机制改革、加大政策扶持、打造航空全产业链和加强人才队伍建设等推进航空产业军民深度融合的发展建议。
Aviation industry is the Jiangxi's key strategic emerging industry.The paper first analyzes three ways of military and civilian integration in Jiangxi's aviation industry:creating cooperation platforms,strengthening collaborative production and pushing the reform of introducing mixed ownership.Then it points out the problems in the integration development such as mechanism obstacles,insufficient policy support,unsound industrial chain and lack of scientific and technological talents.Lastly,with reference to the developing strategies of the developed countries,the paper puts forward some suggestions for promoting deep military and civilian integration in aviation industry,including deepening the institutional reform and mechanism reform,intensifying policy support,building the whole aviation industry chain and strengthening the construction of talent team.
