摘要
高职治理体系和治理能力相辅相成,是高等教育治理的重要组成部分,二者共同致力于治理价值目标的实现。基于此指出,新时期高职治理改革应以“双高计划”为契机,凝聚共识,明确价值目标;构建协商共治的网络治理结构;建立健全法律制度保障,完善治理体系;加强主体自身建设提高治理能力,不断推进高职治理现代化进程。
The governance system and capacity of higher vocational education governance are important components of higher education governance.They complement each other and work together to achieve the governance goal.This paper points out that the governance reform of higher vocational education in the new era should take the opportunity of"Double-high Plan"to build consensus and define the goal,construct the network governance structure of deliberative co-governance,establish and improve the legal system to improve the governance system,strengthen the self-construction of the main body to improve the governance capacity,so as to constantly promote the modernization of higher vocational education governance.
