摘要
随着风险社会的到来、工业化进程的加快、信息技术的迅猛发展,我国的社会治安形势变得愈加复杂多变,公安机关在此背景下对于"治安秩序"这一公共物品的提供显得捉襟见肘。为应对挑战,在社会治安综合治理总方针指导下结合治理理论,尝试在治安领域内构建警民一体、利益共享的"治安共同体"。治安共同体的构建内容包括价值层面的各方主体价值认同;制度层面的多元平等主体的网络治理结构、有效的主体互动机制、完善的监督制衡机制、综合的合法性保障机制;技术层面的依托政府网站、社交平台、大数据技术实现"互联网+警务"的群体智能警务。治安共同体体现着以"合作"为核心的当代管理思想,有利于治安服务的多元化,使治安由警察负责转变为警民共担,实现全民皆警的无限警务。
With the arrival of risk society,the acceleration of industrialization and the rapid development of information technology,the social security situation in China has become more and more complex and changeable.Police departments are struggling to maintain public order.In order to cope with the challenge,under the guidance of the general policy of comprehensive management of public security,combined with the theory of governance,it is necessary to construct a "security community" integrating police and people and sharing interests.The construction of the public security community includes:at the value level,the main value identity of the various parties;at the institutional level,the network governance structure of the multi-equality subject,the effective subject interaction mechanism,the perfect supervision and balance mechanism,and the comprehensive legality guarantee mechanism.At the technical level,it relies on the government website,social platform,and large Data technology realizes the "smart police" of "Internet + police".The public security community embodies the "collaboration" which is core of the contemporary management ideology.It is conducive to the diversification of public security services,so that the responsibility of public security is transformed from merely police to both the police and the people,and achieve the infinite policing of the security.
