摘要
本文通过对比分析新修订《档案法》与1987版、1996版《档案法》,发现档案销毁工作“销有据”特征的不变性,从销毁档案的鉴定观、依据观、程序观和计划观4个方面对法律规制下的档案“销有据”特征的具体内涵进行解读。
By comparing and analyzing the new Archives Law of 2020 edition with the 1987 and 1996 editions of Archives Law,this paper finds the invariance of the characteristics of'destruction having basis'in Archives destruction and interprets the specific connotation of the characteristics of'Archives destruction having basis'under legal regulation from four aspects:to identify,confidentiality,procedures and work plan.
