摘要
针对河北省林业建设面临的重大机遇与挑战,结合林业投资的主要特点,提出了加强开发性和政策性金融的利用,健全激励机制促进河北商品林投资主体多元化,建立股权引导基金促进林果产业发展等建议,为推进林业生态建设投融资方式的改革与创新提供参考。
In view of the great opportunities and challenges faced by forestry construction in Hebei Province,this paper expounds the main features of forestry investment,puts forward some suggestions such as strengthening the use of development and policy finance,improving motivation mechanism to promote the diversification of investment subjects of commodity forest in Hebei Province,establishing equity guidance fund to promote the development of forestry and fruit industry,etc.It provides reference for promoting the reform and innovation of investment and financing mode of forestry ecological construction.
