摘要
以共建“一带一路”为引领,加大西部开放力度,是新时代推进西部大开发形成新格局的重要举措。首先从对外贸易、利用外资、对外直接投资、国际旅游四个方面分析西部地区的对外开放情况,总体来看西部地区对外开放取得较大发展,但仍然低于全国平均水平。继而从西部自身特点、国内发展、国际形势三个方面分析加大西部地区开放力度的必要性。加大西部开放力度,要从提升西部地区产业对外合作水平、推进西部城市群与中心城市建设、创新国际合作新模式、促进广泛的“互联互通”等重点方向展开。具体开放路径包括厘清西部各地区功能定位、强化开放大通道建设、“内陆+沿边”多层次开放、完善相关制度保障、扩展区际互动合作等。
Expanding the opening-up in the west area under the guidance of building the“Belt and Road”jointly is an important measure to form a new pattern of the Western Development in the new era.This paper firstly analyzes the aspects of the west area from the aspects of eign trade,utilization of foreign capital,foreign direct investment and international tourism.It finds that on the whole,the opening-up in the west area has undergone a great development,but it is still below the national average.Then,it analyzes the necessity of expanding the opening-up in the west area according to the characteristics of the west area,domestic development and international situation.It suggests that the expansion of opening-up in the west area should focus on upgrading the foreign industrial cooperation,fostering the construction of west city clusters and central cities,innovating the mode of international cooperation,and promoting the extensive“interconnectivity”.The specific opening-up route includes clarifying the functional localization of sub-areas,strengthening the construction of the great opening-up channel,promoting the multi-layered opening-up of“inland plus border”,perfecting the institutional guarantee,and expanding the inter-regional interaction and cooperation,etc..
