摘要
为做好建设项目环境影响评价与固定污染源排污许可分类管理衔接,从《环境影响评价分类管理名录》环评名录与《固定污染源排污许可分类管理名录》管理类别划分原则、划分标准和附件条件方面存在的差异,名词定义、复合行业界限和不同行业类别界限方面存在的共同点等方面进行分析研究,查找环境影响评价分类管理名录》环评名录与《固定污染源排污许可分类管理名录》存在差异问题的主要原因,创造性的提出以污染物产排量阈值作为两项制度衔接融合的改革建议。
Construction project environmental impact assessment and stationary pollution source discharge permit are two important systems in environment management,and their full connection plays an important role in promoting the ability of environment treatment and the modernization of treatment system.Both systems implement the classified management of inventory and catalog.However,there are some problems in the two systems,such as the management category of similar industries is not equal,the classification is not clear,unscientific and so on.This paper enumerates the above problems with examples,and makes an in-depth analysis of the causes of the problems.The study put forward the suggestion of taking the emission threshold of polluting products as the basis for the convergence and integration of the classified management of the two systems.
