摘要
从露天煤矿开采对区域生态、土壤、地下水、环境空气产生的不利影响出发,梳理了我国露天煤矿分布区自然环境特征及煤矿开采现状。从环境准入把关中存在“隐患”、事中事后监管不足和生态恢复治理技术储备不足3个方面,分析总结了当前露天煤矿开采过程中环境管理存在的主要问题,提出了加强“十四五”期间露天煤矿开采生态环境保护等修复的建议,主要包括落实“三线一单”要求、严格环境准入以做好源头防控;严格自验收质量控制、规范后评价备案管理、强化企业环保主体责任;强化生态修复新技术、新方法的应用和推广。
The natural environment characteristics and the current status of coal mining in open-pit coal mining areas in China were reviewed from the perspective of the adverse effects of open-pit coal mining on regional ecology,soil,groundwater and ambient air.The main problems existed in environmental management in the process of open-pit coal mining were analyzed from three aspects including the loophole in environmental access control,insufficient in-process and post-process supervision,and the lack of technical reserves for ecological restoration and treatment.On the basis,suggestions were put forward to strengthen the protection and restoration of the ecological environment of open-pit coal mining during the 14th Five-Year Plan period,which mainly included strengthening source prevention and control by implementing the requirements of"three lines and one list"and controlling the environmental access;enhancing in-process and post-process supervision by improving self-acceptance quality control,standardizing post evaluation filing management and strengthening the main responsibility of enterprise environmental protection;improving the application and popularization of new technologies and methods of ecological restoration.
