摘要
目的:探讨区域性全民健康信息化建设中,医院信息化资金政府财政资金投入机制,激发医院在推动区域健康信息化建设的动力,提高服务质量和水平。方法:基于文献调研法、问卷调研、专家咨询法对二、三级医疗机构区域有关信息化建设情况及资金投入情况、区域健康信息化建设影响因素及资金投入机制进行研究分析。结果:区域健康信息化有待进一步加强,存在医院向上级报送数据自动化程度不高、已经建设区域信息系统应用率不高、机构间信息共享调阅实现率低等;资金投入是影响区域健康信息化的主要因素之一;财政资金以奖励形式投入得到调研专家的支持。结论:政府财政资金应加大对医院在区域健康信息化方面的资金投入,政府资金以奖励形式投入具有可行性。
Objective:To explore the mechanism of government financial investment of hospital informatization funds in the construction of regional health informatization for the whole people,in order to stimulate hospitals to promote the construction of regional health informatization and improve the quality and level of services.Methods:Based on the literature research method,questionnaire survey,and expert consultation method,research and analysis of the regional informatization construction and capital investment of the secondary and tertiary medical institutions,the influencing factors of the regional health informatization construction and the funding mechanism.Results:Regional health informatization needs to be further strengthened.There are not high degree of automation of hospitals reporting data to superiors,low application rate of established regional information systems,low implementation rate of inter-agency information sharing and access,etc.;capital investment affects regional health information One of the main factors of globalization;financial funds are invested in the form of rewards and are supported by research experts.Conclusion:Government financial funds should increase the hospital's investment in regional health information,and it is feasible to invest government funds in the form of rewards.
