摘要
《生态文明建设目标评价考核办法》实行“年度评价、五年考核”,每个五年规划期结束后考核1次,“绿色发展指标体系”作为中国生态文明建设评价的考核指标,将于2020年末用于全面评价我国各省份生态文明建设的工作进展、体现我国建设美丽中国和全面建成小康社会的建设成果,意义重大。在“绿色发展指标体系”的基础上,将“环境损益分析”作为一个影响因子进行融入,以解决“绿色发展指标体系”中的环境损害程度的缺失和生态环境权重占比偏低两个问题。“绿色发展指标体系”的“环境损益优化分析”增强了“绿色”与“发展”的协调性,改变经济发展较落后地区在绿色发展评价中的弱势地位,真正体现西部省份生态环境优良的优势前景。
The evaluation and assessment method of ecological civilization construction goal implements Annual Evaluation and Five-year Assessment,which is assessed once after the end of each five-year planning period.Green Development Index System,as the assessment index of China’s ecological civilization construction,will be used to comprehensively evaluate the progress of ecological civilization construction in all provinces of China by the end of 2020,reflects the construction of Beautiful China and achievement in building the moderately prosperous society.In order to solve the two problems,the lack of Environmental Profit and Loss Analysis and the low proportion of Ecological Environment Weight,this study integrated Environmental Profit and Loss Analysis as an impact factor into Green Development Indicator System.The optimized structure was enhanced the regional fairness of Green Development Indicator System and improved the coordination of Green and Development.The optimized index enhanced the regional fairness,improved the coordination of Green and Development,and reflected the excellent environment in western provinces.
