摘要
交通警察是我国道路交通安全管理的一线执法力量,肩负着维护我国交通安全秩序、事故预防和处理、保证道路畅通的重要使命。然而,当前我国交通警察道路执勤执法权力的运用存在层级效力不高、程序规定不够规范、保障不足等问题。应修订法律法规,提升交通警察道路执勤执法权力的层级效力,规范其权力程序,并根据交通警察道路执勤执法权力的层级分类,制定交通警察道路执勤执法的权力清单。
Traffic police representing a line of road traffic safety management in China,with an important mission of maintaining traffic safety and order in China,preventing and handling accidents and guaranteeing clear roads.However,application of the road law enforcement power of the traffic police still witnesses low effectiveness,inadequately standard procedural provisions and insufficient protection.Therefore,efforts need to be made to revise laws and regulations,enhance the effectiveness of road enforcement powers of traffic police,standardize their power procedures,and formulate a list for road enforcement powers of the traffic police according to the level of classification of road enforcement powers of the traffic police.
